Kunal Mehta 519f30355e Implement Gadgets definition namespace repo 
Implements:
* Gadget definition content and content handler
* Basic validation for gadget definition content
* GadgetDefinitionNamespace implementation of GadgetRepo
* DataUpdates upon editing/deletion of Gadget definition pages
* EditFilterMerged hook for improved error messages
* 'GadgetsRepoClass' option to switch GadgetRepo implementation used
* Lazy-load the GadgetResourceLoaderModule class so we don't need to
load each individual gadget object unless its needed

Note that Special:Gadgets's export feature intentionally doesn't work
yet, and will be fixed in a follow up patch.

paladox 11a683dd07 Update Jenkins tests 
Run jshint through npm instead.

Also add composer.json to run phplint and in future run the php code sniffer.

Kunal Mehta f52d81a245 Update README 
* Requires 1.27
* require_once is not a function
* BeforePageDisplay does run in modern versions of the CologneBlue skin.
* User code typically runs after Gadgets now, and they do have access to
things defined in gadgets.

Brian Wolff 246329b7fc Fix escaping in Special:GadgetUsage. 
wfEscapeWikiText() is incorrect in this context. It escapes
HTML, but also escapes a whole bunch of other stuff that
is not needed here

Also: Prefer html::element for escaping, because it makes it
easier to see at a glance everything is escaped.
