* MediaWiki.Commenting.FunctionComment.MissingReturn

Additional changes:
* Also sorted "composer fix" command to run phpcbf last.

Reedy 18c257fa55 Remove ApiOATHValidate::getCacheMode() 
It's not a query module, so this doesn't actually do anything.

Non query modules are private by default, so ApiMain->setCacheMode()
is not needed
