Replacing the legacy Vector breakpoint tokens with the Codex
standard ones. All names have been unified, only some legacy values
remain for backwards compatibility.
Also
- replacing a wrongly applied min-width with the correct max-width
token,
- replacing a width with an equal value min-width one and
- removing the now equal value mobile min-width one.
Note that we can't do some reference magic here alike
`@max-width-breakpoint-mobile: @min-width-breakpoint-tablet - 1px;` as
this would take the Codex value from skin variables and not the legacy
value.
Also note, that we could move all those Vector legacy definitions into
Vector's 'mediawiki.skin.variables.less' file(s), but that would mean
that extensions don't rely on the Codex default values, but on Vector's
and we want latter to move to the standard, also in foresight of
further standardization to build for all feature teams like a
shared Grid.

This removes CSS selectors associated with the Page tools
feature flag, i.e. `vector-feature-page-tools-disabled` as
well as `vector-feature-page-tools-enabled` by removing
the 'disabled' styles and integrating the 'enabled' styles
into the default page tools code.

Move feature classes to HTML element - this is significant
for anonymous as placing the classes on the body tag breaks
the browser's ability to parse the article concurrently
with the stylesheet download, because inline scripts
are spec'ed to be able to see document.styleSheets.
Changes:
* Feature classes are moved from BODY tag to HTML tag
* For now disable localStorage storage until we've worked out
the storage mechanism in core.

This patch results in an expected visual change for the main menu button when the flag is on
When comparing with master with the flag off, this patch will still show a 1px difference for the main menu button, as well as user menu and language button. These are not introduced by this patch and are due to the flush classes taking into account the 1px border

for now to allow us to not worry about caching.
mw-ui-icon-flush-left and mw-ui-icon-flush-right have been in core
for some time and using them means we don't have to manage hardcoded
values for these.
We'll need to think of .mixin-vector-flush-left-left
and .mixin-vector-flush-right-margin-left separately - I wonder
if these could be revised to use these 2 standard classes.

- Move the WVUI URL generator into Vector
- Update server-rendered search box styles to match design updates

Before Vue/WVUI lazy loads, we have intermediate search components that
are rendered on the server and that need to be styled based on the
`autoExpandWidth` prop passed to the search component. This commit
refactors VueEnhancedSearchBox to use this class if present.
Additionaly:

* Replace `vector-search-box-show-thumbnail` class with

the search component expand behavior so that it can accomodate the new
changes in WVUI while maintaining backwards compatibility with the
status quo.
Additionally, pass/enable the `auto-expand-width` prop to the main
header's search. This will be inert until the new changes in WVUI have

We have many styles related to the layout and visibility of search that
are only useful in the context of the main header. Since many of these
elements have classes that will also be in the sticky header, we should
scope these rules to the main header so that we avoid an uphill battle
of styles trying to override eachother.
Additional changes:
* We previously had a mix of #p-search and .vector-search-box selectors
for the same element in the CSS. Header.less now only uses
.vector-searchbox to avoid specificity wars.
* Removed nearly all of the #p-search rules previously found on L147 -
L167 in screen.less after observing nothing relatively bad happening
when they were removed.
