Jon Robson 9867b052e1 Mark menus as supported in Minerva 
Follow up to 44a93ed39
Currently the Skin menu code is forgiving, but it is important
to list menus in skin.json so that Skin::supportsMenu works as
expected. Without this, other extensions/skins cannot tell if Minerva
supports this menu and therefore cannot act accordingly

Jon Robson 400126fa91 Revert back Minerva icon features not ready for production 
In Ifccaadabd72a12814d3d4d01200931f7254c6cd5 we made some modifications
to the icon specification. I haven't run these by Alex yet (as focus
is on Vector 2022) and don't
want to rush them, so for now temporarily undoing those changes here.

Changes:
- Reverts icon touch areas from new 44x44 to old 46x46
- Undoes decrease in margins between labels and icons

Bartosz Dziewoński 69ef22e6bd Remove Minerva talk pages Selenium tests 
The feature is being replaced by DiscussionTools. We're not ready to
remove it completely yet, but the tests are preventing us from
enabling it on additional wikis.

Arlo Breault 1d123e02d1 Remove redundant styling rules and fix center/none halign for figures 
The rules in mediawiki.skinning.content.parsoid were made redundant by
25890e3ece.  There are some more rules
there that should be audited to see if they're still necessary or can be
moved to a more general location now that wgParserEnableLegacyMediaDOM
is being disabled and they apply more broadly than just when Parsoid
styles are requested.

Missing rules for mw-halign-center and mw-halign-none are added.

Jon Robson 44a93ed393 Enable associated pages tabs on Minerva 
The logic to not show the "Special page" tab is no longer
needed as this is the default behaviour for this menu.

Volker E ca0c534962 mediawiki.skin.variables: Add Opacities to skin variables 
Orienting on Codex Opacity tokens as defined in v10 of 2022-04-01 in
https://www.figma.com/file/h9pA2CCl2i0wtlTKNChaES/Opacities---Tokens?node-id=368%3A2139
Also adding legacy opacity icon tokens for use in all non-Codex
products.
Specifically the icon ones are already in use in MinervaNeue.
