Kunal Mehta ffe8abcdd0 Set phan-taint-check-plugin version in composer.json 
We cannot set this in the normal "require-dev" because the plugin
depends on exactly PHP 7.0, preventing running tests on any other PHP
version.

Instead, CI will read the version number out of the "extra" field to
figure out what version to install.

Rafid Aslam 63ae71c8f9 TitleBlacklistPreAuthenticationProvider: Add null assert 
$req can legitimately be null, so we need to add
null to the assert as well, so the code doesn't
stop immediately.

This is a follow-up for I83f9374b2f3236097860f4aecc694326b891905b
