James D. Forrester 5293a6d3da Add 'suggested' status type for parameters 
This is a status for parameters which are not 'required' but are recommended
to be high value, if not always used, by downstream template users. This
commit does not add GUI-related changes to address this, as the interface
probably needs moving from checkbox- to dropdown-based status setting given
that there are now four, rather than three, mutually-exclusive statuses.

Trevor Parscal 404b0dd579 Obey specified behaviour and allow Param#deprecated to be boolean true 
Specified as {boolean|InterfaceText}, which means both false and true
must be valid values.

James D. Forrester 4f01e7c8b0 Convert en.json back to having tabs, not spaces 
Also, move spec.templatedata.json to spec.templatedata.txt, because it's
not now (and has never been) valid JSON and is triping json-lint, blocking
merge.

Timo Tijhof ccacbe4b41 license: Add COPYING file for GNU GPL v2 
The only file with a license mention so far was ApiTemplateData.php.
It was documented on mediawiki.org[1] as "GPL v2".

Ltrlg 6a014700da Do not add 'required' if not set and false wanted 
The 'required' property of a 'Param' is optional and defaults to false.
Thus there is no reason for adding it when it was not set and the user wants it to be false.

Ltrlg c5ebfe7370 Update specs example to use new types (without "string/" prefix) 
Follows-up 6cdb47d097 which dropped the prefixes. The example
was still using 'string/wiki-user-name' instead of 'wiki-user-name'.

Moriel Schottlender f9bc87e2b8 Adjusting error message for invalid inputs 
The invalid characters ('|', '=', and '}}') will be displayed through
individual parameters, for consistency, and to avoid parsing problems
in translatewiki.
