Ed Sanders 85fc18d38d eslint: Cleanup linting of /dist 
* Move eslintrc.es5.json to /dist to avoid extra Grunt config
* Upgrade clean-webpack-plugin and exclude dist/.eslintrc.js
  from cleaning
* Set root:true and just enable wikimedia/language/not-es5 instead
  of disabling dozens of rules
* Remove getOwnPropertySymbols rule as webpack uses this.

jdlrobson c597522b7d Enable Popups module in mobile, use feature detection to enable 
This means that users of the mobile site on a desktop browser will
now benefit from Popups.

Targets is not necessary for `ext.popups.images` as these modules are
enabled on mobile by default.

Thiemo Kreuz dc82c423fa Add the word "popups" to this extensions description 
Previously, the name was "Page Previews". This is not true any more.
Reference as well as Math previews are developed. We changed the name
to "Previews".

This creates confusion because Special:Version does not contain the
word "popup" any more. I think it's worth fixing this.

Sam Smith 2a75aa525b docs: Generate documentation with Doxygen 
doc.wikimedia.org is a helpful resource when iterating on a codebase.
Like MobileFrontend, generate documentation with Doxygen so that it can
be published there.

Note well that:

- The CALL_GRAPH and CALLER_GRAPH statements have been removed as they
  were being set to the default value (NO)

- DOT_FONTSIZE was increased from 10 to 12

Ed Sanders 6de53e8681 Replace grunt fix with grunt eslint --fix 
Appending --fix is what the eslint output suggests when
fixable errors are detectable, so better to just support
that than invent a new grunt sub-task.

Pass the same option to stylelint.
