Kunal Mehta fcb9eba542 DWIM in CategoryManager 
If `"has-name": false` is set, then CategoryManager should interpret that
as false, and not treat the existence of the key as making it true.

Same with "parser-migration".

Kunal Mehta 1cd89bbd50 build: Set "root": true, in .eslintrc.json
