Alexander Vorwerk 4bf58404d7 Replace usages of deprecated wfWikiID() 
The global function wfWikiID() is deprecated since 1.35 and it's usages
should be replaced with WikiMap::getCurrentWikiId().

Daimona Eaytoy 6da60010a4 Don't put HTML via RawMessage in the EditFilterMergedContent hook Status 
This just won't work:
- For edits via the UI, errors are wrapped in an errorbox div by
  EditPage.php, so this code is outputting an errorbox inside an
  errorbox, which is simply painful to see.
- API edits don't format errors via HTML, so trying to pass raw HTML
  there results in broken formatting

* Avoid double-escaping the captcha-edit-fail message
via both Html::element and RawMessage.

* Also add suppress comment due to overall taint of
RawMessage.
