refactor(core): ♻️ simplify body formatter implementation 
- Use Mustache body content instead of building from scratch
- SubHeadings should only be created when sections can be created
- Remove wrapHTMLPublic as it is no longer needed

Redo VE styles for 1.39 properly by going through the source code.
Since VE is massive and complex, this might not cover all the use cases but
