Timo Tijhof eb6d66a22d build: Move config to phpcs.xml and require php 5.3.3

* Reformat without all the spurious spaces.
* Update php requirement to 5.3.3 to match MediaWiki core and
  other Wikimedia libraries.
* Update php-parallel-lint to v0.9.
* Move phpcs config to a separate file.
