Derick A 80b60c153a Hooks: Migrate Vector skin hooks to the new MediaWiki hook system ... Per https://www.mediawiki.org/wiki/Manual:Hooks#Handling_hooks_in_MediaWiki_1.35_and_later, MediaWiki provides a new hook system. Vector is able to utilize this new hook system because it requires a MW version >= 1.35, hence the migration.
