Nicholas Ray 0492bc5fb8 Apply static positioning to mw-footer-container ... There are popovers such as the discussion tools "Add a link" popover that need to stack on top of the footer. This replaces the mw-footer-container's `relative` positioning with `static` positioning which is one possible solution to this problem. Alternatively, the popover could be appended to the end of the body after the footer and positioned absolutely.
