This changes nothing about the existing classes, it just improves
how they are documented.
The FIXME comment was making things confusing.
Make sure every feature class is accounted for and audited and
throw a RuntimeException if we forget to document it.

While our implementation of night mode is in beta, we want to respect
the existing night mode gadget and disable night mode in favor of the
gadget, providing a notice with an option to disable the gadget and
reload the page
Additionally, raise the max bundle size to account for the additional
code added
Note: the tests still aren't exactly where I'd like them to be, but
hopefully they raise confidence a little bit with reviewing this patch
Additional changes:
* Upgrade to latest version of TypeScript types and remove several
@ts-ignore statements

- Status should persist across page views for anonymous users
- Added 'toc-pinned' as a persistable feature in features.js and FeatureManager.php.

Pinning functionality was broken in
I120f8f7114b33d2cfbd1c3c57ebf41f8b2d7fec4
as it breaks the check against "legacy" feature
classes. We should resort to using the legacy mode
when neither of the new classes can be found.

* Update classes to use clientpref-1 and clientpref-0 suffix for limited width
I've limited this to the only client preference for now to reduce
risk.
* For cached HTML retain existing CSS rules, and continue saving
a cookie
* Migrate cookie if found for newly generated pages. This will be
to ensure the old cookie and new cookie are in sync (this should be
a one time operation)

* Upgrade @wikimedia/types-wikimedia to allow us to drop several

* Merges eslint rules now that ES6 is default everywhere

With T178356 ES6 is the default, so these can now be
managed in the same module. Keeping them in the same module
will hopefully allow us to make more optimizations on the long
term.

In preparation for 856718 where pinnableElement.js makes use of features.js,
move features.js and limitedWidthToggle.js out of the skins.vector.js module and
into the skins.vector.es6 module. This will make it easier to use by
pinnableElement.js without needing the es6 module to depend on the es5 module.
This does have the negative side-effect of causing the limited width feature to
not be supported by IE11 (and other non-ES6 browsers), however this tradeoff was
discussed with our product manager to be acceptable. Additionally, this
maintains the status quo as the toggle button does not currently show in IE11
(which may be a bug).

* Introduce a generalized feature toggle system that uses user
preferences or localStorage for anons (right now the latter is out
of scope but will be explored in a follow up)
* Feature flagged to VisualEnhancementNext for now, given the dependency
on icon size
