The language dropdown currently impacts rendering due to making use of
visibility: hidden as space must be allocated for it on the page.
However when ULS is installed it is never used. As some JS to take
that into account so it doesn't impact the rendering of the page.
Since ULS may not be installed we have to consider that case and
retain the existing behaviour for those wiki (this should only
impact 3rd parties)

Overrides the `wikibase.client.init` module to
better style the interlanguage link button in
Vector 2022.
Also adds the `.mw-list-item` class to that link

Now that we bind the ULS dialog to the checkbox element,
(see c08ae11) the default behaviour of the checkbos is prevented,
so it is impossible for the dropdown to ever
be shown when ULS is enabled and clicked so this code no longer
serves any purpose.

If the Vector code runs before the Wikibase code,
the Wikibase code will not work as the CSS selector
will no longer match.

Some code disables the dropdown behaviour when ULS is loaded, however
it does not always appear to be working as the `ext.uls.interface`
module may be loaded for other things unrelated to the compact
languages link button.
The safest thing to do for now seems to be to check the configuration
flag wgULSisCompactLinksEnabled. In future, perhaps a hook event could
be added to ULS and that could be subscribed to instead.
