Stephen Niedzielski 54060a3cc4 [edit] [UI] hide edit section links for blocked users ... When a user is blocked, only present the "locked" page edit link. Omit the section edit links entirely. The logic for checking user permissions already existed in ToolbarBuilder. Move this logic to MinervaPagePermissions and add a new "EDIT_OR_CREATE" action distinct from IMinervaPagePermissions::EDIT.
