jdlrobson 33e5c1eb79 Drop MinervaEnableSiteNotice ... This will make site notices display across the site as intended. The config flag doesn't seem warranted - site notices should display across all skins as they may contain important information. This is preventing wikidata page banners from displaying in Minerva.
