* eslint-config-wikimedia: 0.27.0 → 0.28.2
  The following rules are failing and were disabled:
  * tests/selenium:
    * implicit-arrow-linebreak
    * no-mixed-spaces-and-tabs
* grunt-banana-checker: 0.11.1 → 0.13.0
* stylelint-config-wikimedia: 0.16.1 → 0.17.2
  The following rules no longer exist and were removed:
  * stylistic/selector-list-comma-newline-after
* braces: 3.0.2 → 3.0.3
  * https://github.com/advisories/GHSA-grv7-fg5c-xmjg

Ebrahim Byagowi f6165152a2 Make dd, ol and ul spacing values direction aware
This is akin to I404710209d59241991716bb7180bcaabcafffcec which
was for the most of desktop skins but since Minerva doesn't have
any dependency to `elements` and `i18n-all-lists-margins` it
should have it's own implementation of the change.

Jon Robson 003d9fea5b dd elements should have no margin
In 1.42.0-wmf.17 these had margin 0 in Minerva.
I incorrectly assumed we had defined an explicit margin in content
and for talk pages but apparently none exists, so I have restored
this rule to the list.less file.

Bartosz Dziewoński 4648848cbf Remove styles for dd that cause content to be cut off
They reference T160946, but in that task it was explained that the
problem was caused by faulty wikitext (T160946#3230740), so I don't
know why they were added.

Ed Sanders 816aac97bc Follow-up I24090527: Add .mw-parser-output scope to limit to parsed output
This scope is used elsewhere in the skin to limit styles
to parsed output. Confusingly `.content` also applies to
the body area of special/action pages.

Timo Tijhof 0d61c78f73 Move skins.minerva.content.styles into skins.minerva.base.styles
This could be made even simpler by not using a LESS varialbe for
hacks.less, but loading it conditionally through the moduel def.
But, as a first step we can merge the two as-is.

Given that the subject and target are always referenced together
in page views, there is no need to keep an alias around. However,
I'm keeping it anyway so as to not produce any
`/* {"skins.foo":"missing"} */` appendix to the stylesheet response
for these cached URLs.
