The latest update of 'svgo' dependency includes three optimizations on
converting path commands, which
- improves closing paths and how we determine if to use absolute or
relative commands.
- round arc or convert to lines based on the geometric sagitta
- convert cubic Bézier curves to quadratic Bézier curves where possible
Also unifiying npm command to qua standard notation `minify:svg`.

Remove disabling 'collapseGroups' and 'mergePaths' rules, as they have been
successfully been part of wide SVG optimizations in various different products
and are part of the exemplified safe configuration of Wikimedia SVG coding
convention.
Bring standard 'editLocked' icon with correct size to MN.

The previous lot of link icons look great on high DPI displays but not
as nice as they could on standard resolution displays. According to
Volker, this is because the SVG paths must appear on integer coordinates
and scale up instead of down. The new assets have been designed with
this consideration in mind.
Also, workaround redundant CSS by adding commenting out the "unvaried"
black SVG background-image selector, selectorWithoutVariant.
