jdlrobson 9118f25a5e Minerva should source mobile license without indirection 
Rather than rely on something being set on MinervaTemplate go
straight to the source of the license message

This change will allow us to deprecate usage of
SkinTemplateOutputPageBeforeExec inside MobileFrontend
