This is run after the targetPromise completes (via the platform-agnostic setDefaultMode proxy), which is the correct time to do so. We should not do this twice, and we definitely shouldn't do this before the target has successfully loaded, lest a user ends up with us setting their option to "prefer" an editor that they actually can't load. VisualEditor
VisualEditor provides a visual editor for wiki pages. It is written in JavaScript and runs in a web browser.
It uses the Parsoid parser to convert wikitext documents to annotated HTML which the VisualEditor is able to load, modify and emit back to Parsoid at which point it is converted back into wikitext.
