And even if pages outside of the Template: namespace typically don't have TemplateData information, the API is still able to automatically extract parameter information from every page. Or: It's rare that a page outside of the Template: namespace is used as a template. But if it is, this is not a mistake. The code here in VisualEditor should not try to be "more clever" than the user is. If this is what the user want's to do, let's not block them.
