This is run after the targetPromise completes (via the platform-agnostic setDefaultMode proxy), which is the correct time to do so. We should not do this twice, and we definitely shouldn't do this before the target has successfully loaded, lest a user ends up with us setting their option to "prefer" an editor that they actually can't load.
