Catrope 316fdab450 Actually use the doc parameter in toDomElements()
It's been passed in for a while, but nothing ever used it. As we know
some browsers don't like it when we create elements in the wrong
document, and this ensures we always use the correct document for
createElement().

VisualEditor provides a visual editor for wiki pages. It is written in
JavaScript and runs in a web browser. 

It uses the Parsoid parser to convert wikitext documents to annotated HTML
which the VisualEditor is able to load, modify and emit back to Parsoid at
which point it is converted back into wikitext.
