Ed Sanders 1db0ced8cc Fix various issues with prematurely aborting VE load 
Add checks to make sure parts of the target are acutally
active before trying to tear them down or use them.

This fixes a couple of issues which appeared when the VE was
closed before it had a chance to finish loading.

VisualEditor provides a visual editor for wiki pages. It is written in
JavaScript and runs in a web browser. 

It uses the Parsoid parser to convert wikitext documents to annotated HTML
which the VisualEditor is able to load, modify and emit back to Parsoid at
which point it is converted back into wikitext.
