Local changes:
* Define `ve.init.platform.getUnanchoredExternalLinkUrlProtocolsRegexp`.
* Make `ve.ui.MWLinkAction` extend `ve.ui.LinkAction`.
* Override `ve.ui.LinkAction.getLinkAnnotation` so auto-links use the proper
  `ve.ui.MWExternalLinkAnnotation` type.
