[BrowserTest] Move the screenshot uploading to a gem
...
* The methods from upload.rb are moved to a newly created gem:
https://rubygems.org/gems/commons_upload
* upload.rb is changed to simply call the method from the Gem.
* Gemfile is updated accordingly.
