Ensure we start with the same HTML (i.e. if an edit has
been made since the crash-recovery):
* Whenever an article target is activated, stash the initial
document html, other parsoid response data, and the request
parameters (pageName, mode, section) in session storage.
* Whenever an article is fetched through the target loader,
recover from session storage if the request parameters match.
Store transactions:
* On document transaction (debounced) append the latest
changes to session storage.
* If a document state is recovered from session storage,
attempt to re-apply the stored transactions.
Clear transactions:
* Whenever the target is torn down (i.e. save, deliberately
closing the editor to go back to read mode)
Other:
* If writing to session storage fails once, disable future
attempts for that session (assume storage quota exceeded)
* Disable tempWikitextEditor when recovering. We don't have
the transaction code loaded yet to perform the recovery.

* Add ve.init.mw.LinkCache to track page existence and
transparently query it
* Populate it with initial data from the parser cache
if available, obtained in the VE API module
* Use linkCache data in link annotation rendering
This doesn't yet integrate the LinkCache with other
components like the link inspector. That should be
done so we can deduplicate the existence checks.
Additionally, we should generalize LinkCache and use
it for the category existence/status checks as well.

This commit switches from using hard-coded media source urls to utilizing
MediaWiki's API call for meta=filerepoinfo. The API call is done only if
needed when the media insertion dialog is loading, and is done only once
per session.

* Move and rename generic parts of ve.ui to OO.ui
* We now have a UI test suite because ve.Element (outside ve.ui)
is now part of oojs-ui, so it needs a test suite.
* Added to the MW test run (just like we do for unicodejs).
* Updated csslint config (also added ve-mw and syntaxhighlight
which were missing).
oojs-ui still depends on the TriggerRegistry in VE, this is addressed
in a follow-up commit.

- Added missing @inheritdoc so that generated documentation is
not empty.
- Fixed type of mw.Platform#getMessage from (implied) @property
back to @method.
- Removed notes from mw methods. They are prepended instead of
appended, thus overriding the useful single-line summary
of the method with this random note. Description should either
be replaced entirely (e.g. no @inheritdoc) or inherited.
- Rephrased a few description to be consistent with the others
(e.g. "Get .." and "Add .." instead of "Gets .." or "Adds..").

Return an array of languages instead of a single language. Languages
containing hyphens return themselves along with the root code e.g.
'en-GB' => ['en-GB', 'en']
