Reasoning:
* format=json must be the default. Nothing else makes sense in
the context of this code. This should not be a surprise.
* formatversion=2 is only a default when the custom
getContentApi() is used, but not when mw.Api is used. One
might argue that it's safer to always specify formatversion=2.
However, this is not done in other places in this codebase.
It should never be done or always.
* I find it confusing when the action=… is missing. Let's not
rely on this default.

When an edit notice is passed through from the API, allow
a type to be specified, and specify type 'block' if the
notice is a block notice.
If VisualEditorTrackBlockNotices config is true, track
when a message with type 'block' is shown.

Running setNotices( [] ) makes MWNoticesTool run this.destroy() to avoid taking
up extra space in the toolbar when not needed.
Also, make setNotices() bail earlier.

Partially reverts "Expose version information in the client" (a72099af66 / I7836e1d40).
The Git data oscillates between two values due to differences between the
staging and production environments. Each change causes the module version to
change also, leading to cache churn.
Instead fetch version information with an API call the first
time the help popup is opened.

In wikitext editor these messages were in mw-body-content where they
inherited a sensible line height, so apply one manually.
