build: Updating mediawiki/mediawiki-codesniffer to 29.0.0

The following sniffs are failing and were disabled:
* MediaWiki.Commenting.FunctionComment.MissingDocumentationPrivate

Additional changes:
* Also sorted "composer fix" command to run phpcbf last.
