Add extension boilerplate
Copypasta the following files from the BoilerPlate extension [0]:
* package.json
* Gruntfile.js
* .jscsrc
* .jshintrc
* .jshintignore
* composer.json
* phpcs.xml
Add the following supporting files:
* .gitignore
* composer.lock
Finally, fix the existing coding standard violations.
