Piotr Miazga 3d0c5b1cc3 Hygiene: Dependency Injection for Popups 
Changes:
 - removed ugly PopupsContext::getInstance
 - removed ugly PopupsContextTestWrapper helper
 - defined all services inside ServiceWirings
 - fixed unit tests to test classes directly or use MediawikiServices
