Alexander Vorwerk 5169b386ca Replace usage of deprecated global function wfLocalFile() 
wfLocalFile is deprecated and emits deprecation warnings. It's usages
should be replaced with FileRepo::newFile()

Exists since 1.31, extension requires 1.35+
