Željko Filipin 29ec231256 Updated RuboCop to the latest version 
Regenerated `.rubocop_todo.yml` file.
Added settings to `.rubocop.yml` file, as recommended at
https://www.mediawiki.org/wiki/Manual:Coding_conventions/Ruby#Base_configuration
