DannyS712 830f879e22 Convert LintErrorTest to pure unit tests 
No integration needed.

Requires bumping minimum version of mediawiki to when
MediaWikiUnitTestCase was introduced in 1.34.

README 

Extension to help lint wiki pages. Currently designed to take advantage
of Parsoid's linter, could also be extended to linting JS or CSS in the
future.
