Alexander Mashin 754b722c56 Set target to $wgExternalLinkTarget ... Set hyperlink 'target' attribute to $wgExternalLinkTarget. In addition, set the 'rel' attribute according to the $wgNoFollowLinks, $wgNoFollowDomainExceptions and $wgNoFollowNsExceptions settings (bug T186241).
