The following sniffs are failing and were disabled:
* MediaWiki.Commenting.FunctionComment.MissingParamComment
* MediaWiki.Commenting.FunctionComment.MissingParamName
* MediaWiki.Commenting.FunctionComment.MissingParamTag
* MediaWiki.Commenting.FunctionComment.ParamNameNoMatch

The following sniffs now pass and were enabled:
* MediaWiki.Commenting.FunctionComment
