According to my testing, rulesets wikimedia/client-es6
and wikimedia/server already contain the ruleset
wikimedia/jsdoc. So I don't think it needs to be declared
twice.

Remove wgEchoMaxNotificationCount and wgEchoPollForUpdates from the
startup module and put them in the ext.echo.init module.
