Remove legacy ApiBase::getTokenSalt() overrides
...
Method was removed in 1.24, extension requires MW 1.35+,
so overrides aren't used

Ensure an array is passed to ApiEchoMute::lookupIds()
...
The nicer approach would be setting the parameter default to [],
but that breaks ApiSandbox.
