CLI mode assertions will be enabled once core is updated in order
to avoid circular CI dependencies.
Rename getEditCount() to getPostSaveEditCount() and always add 1
to the count ahead of I50aa9fe9387c9b7b7ff97dfd39a2830bce647db8.
It will be off by 1 in CLI mode before that gets merged, which is
not likely to matter since most edits are via web requests. Even
edits through jobs are wrapped in the same DBO_TRX transactions as
web-requests for WMF sites since we use an HTTP-based job runner.

When calling editPage() with a string it converts it to a WikiPage each
time it is called. When edit a page only once that is okay,
but when adding more revision to the same page it is better to pass a
WikiPage instead to allow reuse of internal states of WikiPage to speed
up the tests

::doUserEditContent() is available since 1.36 as a replacement
for ::doEditContent(), which has been deprecated. Extension
already requires MediaWiki 1.37+, so the method is always
available.

assertEquals() does not compare the type. It can not only be a float,
it can even be a string. E.g. 9 and '9' are considered equal.
Worst case scenarios are:
* 0 is considered equal to any "falsy" value, including the empty
string.
* 1 is considered equal to true.
assertSame() does not have any of these confusing edge-cases.

These are updated in deferred updates and should not rely on the same
User instance being used in those updates. This also avoids convoluted
logic in User to set the new edit count for various cases.

Other tests (possibly from other enabled extensions) could also,
by chance, create Echo notifications for the user MWEchoThankYouEditTests
uses. In order to those tests be reliable, they should make sure
there is no notification data in the database prior to running tests.
