Enabling SVGO automation with 'grunt-svgmin' and conservative
plugin settings to build step, among those:
- enable removeRasterImages and sortAttrs,
- disable cleanupIDs, removeDesc, removeTitle, removeViewBox &
removeXMLProcInst and
- don't use multipass.
Also updating SVGs accordingly.

Align SVG markup across Foundation products by:
- unifying XML declaration,
- removing unnecessary `standalone="no"` attribute as it's default,
- removing all `g` group elements where applicable,
- bringing attributes in order,
- removing unnecessary ids and
- unifying whitespace.

Add a mw.echo.ui.FooterNoticeWidget that includes a link to
a feedback survey, and three config variables:
* $wgEchoShowFooterNotice: Enable this feature per wiki
(Defaults to false)
* $wgEchoFooterNoticeURL: The URL for the survey
(Defaults to '')
* User preference 'echo-dismiss-feedback-alert': determines
whether the user permanently dismissed the feedback alert.
