Compared to the previous approach using table layouts, it is much
easier to control which elements are allowed to extend to maximum
available width, and to provide alternative layouts for mobile.
There should be no visual changes.
It doesn't require using `white-space: nowrap` to prevent elements
from being squished, which will help with T237244.
(These styles are only loaded on Special:Notifications, they don't
apply to the flyout.)

Some LESS parsers will get confused with the lack of file extension.
It's better to be explicit and in alignment with recent change in core
I379334d7729e587a2a00.
It was already weirdly mixed in this repo with some imports featuring

This z-index rule isn't needed for the floating toolbar, and it
causes the notificationInboxWidget to be on top of MobileFrontend's
semi-transparent cloaking overlay, which makes it look weird.

Now that we have the cog menu, it should be placed correctly in
mobile and the "preferences" link should be hidden.
Since MobileFrontend doesn't have the personal toolbar, and we
can't cheat by using jQuery and grabbing the url of preferences,
we have to get SpecialNotifications.php to output the urls
to a wg variable and reading it from there.

Add a global-wiki 'mark all as read' to the Special:Notifications page.
The 'mark all as read' will makr all notifications in the given
wiki. The context of the wiki changes when filters are chosen,
and so the message of the button changes as well.

Following up on setting max-width, this actually should be strict
width for the moment (until we decide on more responsive design)
since without restricting width, the notification view becomes really
thin and compact if the list contains notifications that have short
titles and descriptions.
