Novem Linguae 08f8890055 eslint: remove redundant ruleset wikimedia/jsdoc 
According to my testing, rulesets wikimedia/client-es6
and wikimedia/server already contain the ruleset
wikimedia/jsdoc. So I don't think it needs to be declared
twice.

Roan Kattouw d378e4e3b9 Use packageFiles instead of startup module for config vars 
Remove wgEchoMaxNotificationCount and wgEchoPollForUpdates from the
startup module and put them in the ext.echo.init module.

Kunal Mehta c9d1faeb6d build: Set "root": true, in .eslintrc.json 
This ensures that each repository's "npm test" command is fully
independent of wherever it might be in the filesystem.
