tests: Modernize test syntax

Browse source 
* Remove redundant file closure.
* Remove needless QUnit.newMwEnvironment() calls as the tested
  methods don't alter mw.config or mw.messages. Slow, as per
  https://gerrit.wikimedia.org/r/c/mediawiki/core/+/912936/
