Per Manuel Arostegui in T263817#7033384. As I understand, this is just for consistency with tables in MediaWiki core. Given that all tables are created with "DEFAULT CHARSET=binary" (as defined in $wgDBTableOptions), there is no difference in behavior between these two types.
