Inject services into API classes

This replaces the remaining uses of MediaWikiServices::getInstance()
in API classes.

Remove DiscussionToolsEnableTopicSubscriptionBackend config
...
This is now deployed on all wikis, and going forward I don't think
we need to make this configurable.
