Bartosz Dziewoński	a27765319b	CommentFormatter: Set 'data-mw-comment' even when reply tool disabled ... Move the code that generates these wrapper nodes and attributes from postprocessReplyTool() (only called when reply tool is enabled) to addDiscussionToolsInternal (always called).
