Umherirrender 2308d9bba0 build: Rewrite exclude rule Generic.CodeAnalysis.AssignmentInCondition
The <exclude name=".."/> is managed by libup and when a rule passed,
it get removed from the list. Failing rules on update are added.

Setting the severity for the rule to none avoid that this is changed by
libup and it is more visible, that the disable is wanted and there is
nothing to "fix" as usually assumend for sniffs in the exclude list.

Bartosz Dziewoński b16dd9dd96 Update PHPCS overrides
There's now a different rule for the same thing in
mediawiki/mediawiki-codesniffer v43.0.0. Also document the reason for
the override. Follow-up to 8b00546749.

Bartosz Dziewoński 781a33357b Use type hints for properties, remove PHPCS overrides
MediaWiki's PHPCS plugin requires documentation comments on all
properties, unless those properties are typed.

This has potential to introduce bugs – in particular, because typed
properties without a default value will throw an exception if their
value is accessed before it's defined, while previously they defaulted
to null. I fixed this when I found it (making them nullable and null
by default), but I may have missed some cases.

Bartosz Dziewoński e72f58ca78 Remove some redundant PHPDoc comments
Inspired by this Wikitech-l discussion:

To keep this simple for now, I am only removing redundant PHPDoc
comments on constructors, and only when all the documentation for
parameters completely duplicates type hints.

More could be done, but that can happen later when we have better
tooling. Redundant comments on constructors that take a dozen services
are by far the most annoying for me and I want them gone now.

Gasp as OR hacks are changed to null coalescing operators.
Applaud as variable declarations are dropped.
Cheer as parameters and return values are type-hinted.
Shudder as DomNodeLists have no indexOf method.

Moving discussion parsing to the server should allow
us to implement much cleaner APIs for commenting.

Umherirrender 1c05fa9049 build: Add missing .phpcs.xml and make pass
Add .phpcs.xml to run codesniffer against the extension.
The entry in composer.json is already there
