Fomafix c993bb8353 Fix findings by phpcs 
* Add @inheritDoc to functions that are inheritance.
* Move comments to a single line.

Remove the phpcs rule exceptions:
* MediaWiki.Commenting.FunctionComment.MissingDocumentationProtected
* MediaWiki.Commenting.FunctionComment.MissingDocumentationPublic
* MediaWiki.WhiteSpace.SpaceBeforeSingleLineComment.NewLineComment
