se4598 6d316690a9 add filter option for local rules only on central wiki 
only affects filter list on central wiki. You can now select to see
local only, global ones or both filters.

This, that and the other e00c245beb Implement ChangeTagsListActive hook 
This allows users to visit Special:Tags or use the API to see
which change tags are still in active use.

The ChangeTagsListActive hook was introduced to core in
I77f476c8d0f32c80f720aa2c5e66869c81faa282

Brad Jorsch 2f88a76ae9 Update ApiResult handling for mediawiki/core change I7b37295e 
Change I7b37295e for mediawiki/core deprecates several methods, and more
importantly changes the format of the data returned from
ApiResult::getData(). This change should handle these differences in a
backwards-compatible manner.

se4598 1995541e3f Allow searching for local hits on central wiki 
You can now specifiy on a central wiki on the AbuseFilterLog in the
wiki-field the local wfWikiID() to search for filter hits on this wiki.
background: for local hits afl_wiki doesn't contain the wiki name but is
NULL.

se4598 b6ff5663ab add missing title-param to abusefilter-log form 
without it, you get redirected to the main page (index.php) when
$wgUsePathInfo = false; as no title-parameter is given.

also don't rely on __tostring.
